The Bibliothèque départementale in Basse-Terre is the central facility for the Guadeloupe departmental library network, located in the Desmarais area near Allée Manuela Pioche. Completed in 1996 by architects Valérie Vaudou and Laurence Allégret, the building houses the administrative offices, collections storage and processing areas, a reading and consultation space, training rooms, and logistics bays for supplying municipal libraries and cultural partners across the territory. As a public service of the Conseil départemental, it supports reading, programming and professional development for librarians, and hosts occasional public events. The low-rise complex is organized for circulation of people and materials, with clear access for deliveries and visitors.
