On May 21, 2012, the city of Jonzac announced a competition for the construction of a congress center on a site located in the countryside, one kilometer from the city. A total of 146 teams participated, and on July 15, 2012, four proposals were shortlisted, including those from the Nantes agency Tétrac, R. Riccioti, J. Guervilly, and C+M. The projects were evaluated based on five criteria: technical value, architectural quality, cost estimation, environmental and energy quality, and durability of the structures. On December 10, 2012, Tétrac was selected by the jury as the winning agency.
