The urban development of Hérouville-Saint-Clair has faced numerous delays in establishing its neighborhoods. By the early 1980s, it became clear that the city lacked a true center to foster a sense of identity, serving as a focal point for social and cultural gatherings. To address this, the municipality commissioned the C.O.D.R.A. in 1978-1979 to assess community desires for this central area. The outcome highlighted the need for an administrative and cultural hub adjacent to the shopping center. Subsequently, in 1980, the city acquired a 20,000 m² site designated for the future town center.
