The project "Cité, dite les Gratte-ciel" aimed to transform Villeurbanne into a modern urban center, reflecting the social realities of the post-war period, under the vision of the socialist mayor, Dr. Lazare Goujon. This ambitious initiative sought to liberate Villeurbanne from its industrial past and its overshadowed status by Lyon. Supported by local entrepreneurs and private organizations, the development was financed through the newly formed Société Villeurbannaise d’Urbanisme. The construction, spanning 4.5 hectares, took place from 1931 to 1935 and was realized by the then-unknown architect Môrice Leroux.
