This hybrid library and civic hub is designed as a transparent covered urban space, combining reading rooms with citizen services and public squares. A polygonal upper volume appears to rotate above a glazed base, giving the building a sense of movement along the harbour front. The ground plane is treated as an extension of the city, with generous 360‑degree views into interior activity to invite participation. Below, a fully automated parking system supports the busy waterfront without consuming surface space that could be used for public life. By mixing culture, administration, and mobility, the building becomes a daily destination rather than a single‑purpose institution.
