In March 1972, architect Vladimir Kalouguine, in collaboration with the O.P.H.L.M., developed a project proposal that included a site plan and housing distribution. This winning design from the first session of the Programme Architecture Nouvelle (P.A.N.) competition was selected by the city of Angers for the construction of 220 social housing units priced at 850 F per square meter. Between 1973 and 1976, a complex of nine buildings was constructed, with Kalouguine assisted by Jean-Noël Touche, Marie-Hélène Gompel, and Jack Vanarsky. The first phase, consisting of three buildings initiated in September 1973, was completed by summer 1975, followed by the rest being delivered progressively until autumn 1976.
