The city of Évreux was severely damaged by German bombings in June 1940 and further impacted by Allied bombings in 1944, resulting in a 58% destruction rate, particularly of its historic center. Tasked with developing the city’s reconstruction and development plan starting in 1943, architect Paul Danger left for Poitiers, leading to the appointment of Paul Bailleau as chief architect in 1944. Bailleau introduced several modifications to his predecessor's plan, which was approved in 1947. The preliminary project for block L was submitted by Bailleau in February 1945 following a visit from Raoul Dautry, the Minister of Reconstruction.
