The new town of Évry was developed around key guiding principles that directly influenced its facilities and infrastructure. These principles addressed specific site conditions and the broader context of regional planning in Île-de-France during the mid-1960s. The regional urban development plan (SDAU) published in June 1965 designated Évry, as the new prefecture of the newly formed Essonne department, to undertake the restructuring of the southern area of Orly Airport, which was experiencing significant demographic growth at that time.
