In 1951, architect Denis Honnegger was tasked with an urban development project to replace substandard housing in the Quartier de l'Église in Pantin. The initial plan for 2,000 housing units was scaled down to 795 social housing units. Honnegger positioned the buildings in accordance with the existing road network, integrating them with the surrounding urban fabric. The four to nine-story blocks are arranged in a comb-like configuration relative to the circulation paths, while green spaces are interspersed throughout. Additionally, a fourteen-story tower marks the intersection of Rue Méhule and Rue Candale. Along the shopping street, single-story buildings are interconnected, providing commercial spaces on the ground floor.
