avenue du Maquis, Romans-sur-Isère, France
In the early 1920s, the city of Romans-sur-Isère faced housing challenges for its working-class population amid economic difficulties. Jules Nadi, a socialist municipal leader since 1919, initiated a comprehensive urban development plan for the city’s expansion. Following a municipal council resolution on November 28, 1920, the creation of a Municipal Office for Affordable Housing was proposed to facilitate loans. The first board meeting occurred on October 5, 1921, leading to a decision to build a garden city on the northeastern outskirts, strategically located between the railway and the Grenoble road. Architect Michel Fournier was tasked with designing the plans.
