In the aftermath of World War II, the 3B district (Beauregard, Boufflers, Buthégnémont) is undergoing significant transformation, with new housing developments replacing former agricultural land. In 1956, the Nancy-Toul diocese initiated a national competition for the design of a new church for the area. The project was guided by Abbé André Lamy, emphasizing the importance of orientation, composition, and light to enhance the presence of the sanctuary and the main altar. The normative character of the Saint Anne project served as a model for contributors to the bi-monthly journal L’Art Sacré, which featured an article on the church in May-June 1957.
